Property Access

At Norfolk Southern, safety is our top priority - the safety of our employees, the communities we serve, and the people who need to come onto railroad property to perform work. If you need access to railroad property, you must submit an application and secure right of entry approval by Norfolk Southern. No verbal authorization is valid.

Many entries on railroad property will also require that a railroad flagman be present onsite if the parties are within 25 feet of a railroad track. If this is the case, a cost of $500 per day for the flagman should be considered for your project budget.

Although right of entry requests may require the input of several Norfolk Southern departments, your application will be processed most efficiently if you direct all application materials as follows:

If your application is approved, Norfolk Southern will then require that a formal right of entry agreement be entered into between the parties. Environmental rights of entry may require fees and information in addition to that required by the application form for approval to enter the property. Because rights of entry can sometimes require a lengthy process that involves several operating departments of our railroad, we ask that all requests be submitted to us well in advance of your requested entry date so proper planning can be made.
